What we do
The Office of Accessibility Services is responsible for two separate functions on campus. First, the office coordinates accessibility services provided to students on campus. Coordination of accessibility services is done in accordance with University policy, which is guided by the Americans with disabilities act and other laws governing the disabled student on campus. Second, the office designs and promotes solutions to the unique needs of disabled students on campus. The office represents the needs of students with disabilities to faculty, staff, and senior administrators and serves as an advocate on their behalf.
What we don’t do
The Office of Accessibility Services does not provide accommodations that are “unreasonable” under federal law nor can its decisions overrule appropriate university policy and procedures on financial aid, grade appeals, academic archer, student conduct, etc. Should a student with disabilities experienced difficulties in one of these areas, the office can assist students with the necessary uphill procedures as outlined in the university’s student handbook.
The Office of Accessibility Services does not provide employees with services. The needs of disabled employees are met via human resources in the Rodgers Administration Building.
Student services provide
The Office of Accessibility Services coordinates accommodations on behalf of students with disabilities in two key areas: academic related activity an on-campus housing. Examples of such accommodations include, but are not limited to, interpreter services for the deaf, notetaking, extended testing time, adaptive hearing equipment, computerized books, and accessible dorm rooms. The specific accommodations provided to a particular student depend on the nature, extent, and severity of their particular disability. By definition, disability accommodations are individualistic in character. Please note that private tutoring is not an academic accommodation for disabled students.
The Office of Academic Services also provides students with disabilities with career and educational guidance, study and learning skills information, and referrals to other campus resources. It also manages the accessibility technology center located on the first floor of the Donnelly Library. This lab contains e-text software, scanners and other software and hardware designed for the use of students with disabilities.
Advocacy and responsibility
At the university level, the student bears responsibility for registering their disability, following procedures, and following through on the implementation of their accommodations. The office of accessibility services serves as an advocate for the concerns of all students with disabilities and also encourages students to develop self advocacy skills. It is important to note that regardless of what accommodations the office recommends, the ultimate responsibility for making accommodations lies with the faculty or staff member responsible for implementing accommodation. Students with disabilities are not required to register with the office of accessibility services unless they wish to receive official accommodations. However, a delay by the student in the registration of the disability often results in a delay in accommodations being provided. Students are strongly encouraged to register their disability before academic difficulties arise.
Basic policy and procedure
The purpose of New Mexico Highlands University disability policy and procedures is to implement the legal requirements of the Americans with disabilities act and other applicable laws in a way that is fair to all students and respects the fundamental concept of “equal opportunity”. In that spirit, all students with disabilities who wish official accommodations must provide the following to the office of accessibility services:
- Current documentation that substantiates their disability
- Current documentation that indicates their need for an accommodation based on their disability
- A current class schedule from the registrar’s office
- A signed release of medical information form
- A completed application requesting services
In addition to the above, students must abide by all deadlines and time frames established by accessibility services. Students must follow all the policies and procedures in the accessibility services handbook, college catalog, and class schedule. These items are available for free from the Office of Accessibility Services.
Disabled student’s list of rights
- You have the right to equal access and equal opportunity.
- You have a right to be treated in a respectful and courteous manner.
- You have a right to a reasonable accommodation for your documented disability.
- You have a right to services, facilities, and activities comparable to those provided to nondisabled students.
- You have a right to appeal any decision by the Office of Accessibility Services to the Vice President of Student Affairs.
- You have a right to file a complaint with the Office of Civil Rights (OCR) of the Department of Education.
Students with disabilities have a right to equal access of all programs, services, and courses delivered at, or officially sponsored by Highlands University. They have a right to learn and achieve, based upon their in the abilities, and will not be judged solely on the basis of a disability.

To successfully integrate students with disabilities into the academic and social life of the campus community and ensure university compliance with the Americans a Disabilities Act. To advocate responsibility for an accessible and hospitable learning environment through the removal of informational, physical, and attitudinal barriers. To promote student self-awareness, self determination, and personal responsibilities.
The Office of Accessibility Services refrains from overbearing interventions which are the root of oppression and discrimination against people with disabilities.
