Elaine Luna
Elaine Luna was confirmed to the New Mexico Highlands University (NMHU) Board of Regents by the New Mexico State Senate on March 7, 2025, following her appointment by Governor Michelle Lujan Grisham. Her term continues until December 31, 2025, during which she is committed to advancing the mission of the University and enhancing educational opportunities for students across New Mexico.
A native of Española, New Mexico, Elaine moved to Las Vegas at the age of 16 to pursue her studies at NMHU. This pivotal decision marked the beginning of her lifelong commitment to education and community service.
Reflecting on her time at NMHU, she shares, “My journey was not just about earning a degree; it was about discovering my passion for helping others and making a difference.” She earned a Bachelor of Arts in Social Work (BA) in 1981, followed by a Master of Social Work (MSW) in 1982.
Upon graduation at just 21 years old, Elaine began her professional career as a medical social worker at Northeastern Regional Hospital in Las Vegas, NM. Over her 13 years there, she mentored numerous NMHU social work student interns, helping to shape the next generation of social workers. Mentoring has been one of the most rewarding aspects of her career: “I believe that every student deserves guidance and support to reach their potential.”
In 1996, Elaine accepted a position as the Executive Director of the Rural Health Care Workforce Development Program at Luna Community College’s Montañas del Norte Area Health Education Center, serving 15 counties in northern New Mexico.
Additionally, Elaine worked as a Health Extension Rural Officer (HERO) in collaboration with the University of New Mexico Office for Community Health, guiding high school students into health career pathways throughout her 25 years at the College. Her commitment to education also extended to her role on the Las Vegas City Schools Board of Education, where she served for 10 years advocating for the needs of students and families in the community.
After a fulfilling career, Elaine embraced retirement, dedicating her time and energy to community service in Las Vegas. She actively participates on the boards of several organizations, including Alta Vista Regional Hospital, the Las Vegas Community Foundation, Kids Counseling, and New Mexico Health Resources, where she applies her extensive experience to promote health and well-being.
As Elaine reflects on her commitment to education and community service, she emphasizes the fundamental role of her family values: “Family has always been my foundation, and I’m grateful to pass on my love for education and service to my children and grandchildren.” Elaine and her husband, David, have three children—Joel, Matthew, and Amanda—along with their son-in-law, Logan Pine, and their first granddaughter, Zia Jade.
Building on her commitment to family, community, and educational values, Elaine is eager to leverage her background in social work and education as a member of the NMHU Board of Regents. She looks forward to collaborating with her fellow board members to advance initiatives that improve access to quality higher education, ensuring that the next generation of students receives the support and opportunities they need to succeed.
