New Mexico Highlands University has entered into a master development agreement with Titan Property Management, LLC to advance residential development on underutilized portions of University-owned land associated with the Highlands golf course.

The agreement designates Titan Property Management as the development partner responsible for leading residential development associated with the golf course property.

“This agreement allows us to move from discussion to action,” said Dr. Neil Woolf, president of New Mexico Highlands University.

“The golf course property presents an opportunity for the University to pursue responsible residential development that supports both the community and the long-term future of Highlands.”

The initiative builds on direction previously approved by the New Mexico Highlands University Board of Regents, which authorized the University in recent years to pursue responsible development opportunities on portions of the golf course property as a way to help address housing needs in the region.

“The Board of Regents recognized that Highlands has both an opportunity and a responsibility to be part of the solution to housing challenges in our community,” said Dr. Frank Sanchez, chair of the New Mexico Highlands University Board of Regents. “This partnership represents an important step forward and reflects thoughtful planning that supports the long-term vitality of Las Vegas.”

Under the agreement, Titan Property Management will work alongside the University to guide the phased development of residential housing on land associated with the golf course property.

Titan Property Management is led by Chris Pacheco, a New Mexico Highlands University alumnus with extensive experience in real estate development and property management across New Mexico.

“As a Highlands alumnus, being part of a project that helps move Las Vegas forward is incredibly meaningful,” said Chris Pacheco, CEO of Titan Property Management. “Highlands has always been central to the life and future of this community. We’re honored to partner with the University to help develop housing that supports both Highlands and the Las Vegas community.”

University officials noted that development will occur in phases as the project moves forward, with hopes to break ground by December.
